Symptoms

In Weblogic Server 10.3, when attempting to configure an SNMP Agent, the following error occurs:

<Jul 19, 2011 3:49:57 PM CEST> <Error> <SNMP> <BEA-320950> <Failed to start the SNMP agent. If it failed to bind to the port, check if the port is available or the process has permission to bind to the port.
