Logon Manager Fails to Load For User Migrated To An Older Version Of The Agent. (Doc ID 1340690.1)

When this situation is encountered, Logon Manager will start, but will fail to react to any the applications.  The shutdown function when right clicking the Logon Manager tray icon will also be greyed out, regardless of this function being made available to end users.
