How To Force The Notification Email Language To Romanian?

Symptoms
The notification email is sent in English for newly created users, although the default language is set to Romanian.
Steps to Reproduce
==================
1. Set the default language to Romanian in the Administration with the weblogic user
2. Create a new user
3. Log in with the new user and in preferences sign the user up for all notifications. Do not change the language setting, by default it has no selection. The language of WebCenter actually changes to Romanian, even with no language preference due to the default language setting.
4. With the weblogic user add the new user to a Space
5. The notification email gets sent in English
