Password Reset Management Pages Produce 403 Forbidden

Accessing some of the Password Reset management pages produces the error:

Server Error in '/vGOSelfServiceReset/ManagementClient' application
The request failed with HTTP status 403: Forbidden

This error is displayed when:
-Accessing the Settings and Questions pages,
- Clicking the Submit button on the Users, Enrollments and Resets,
- Clicking the Storage and Reset Service links on the System page.
