Enterprise Manager Log Configuration Screen Not Visible After Applying Oracle Identity Manager 11.1.1.5.0 Patchset (Doc ID 1343355.1)

Symptoms

The Log Configuration screen is unavailable in Enterprise Manager after patching from OIM 11.1.1.3.x to 11.1.1.5.0. EM displays an error that the Java Required Files (JRF) template has not been applied to the cluster.

Attempting to apply the JRF template, either through EM or through the WLST applyJRF() command, fails with an error (e.g. EMSystemException)
