Symptoms

In the process of upgrading OWB 10g SQL*Net Locations (registered with Net Service Name) to OWB 11g, the upgrade is failing with the following error in the OC4J window:

The issue occurs when trying to upgrade OWB 10g Locations to OWB 11.2 when the Locations are registered with a Net Service Name (SQL*Net).
