External Users Cannot Open the UCM Admin Server Page (Doc ID 1346135.1)

Symptoms

A user authenticated via LDAP or Active Directory can't open the UCM Admin Server page even though they have the Content Server sysmanager role assigned.

The error returned on the page is:

Request Failed Unable to retrieve root IdcAdmin page. User 'External_Sysmanager' does not have sufficient privileges.
