Failed To Connect To Microsoft Active Directory User Identity Store When Require Signing is enabled

When attempting to create a user identity store in Access Manager. Clicking the "Test Connection" button fails with the following error message:
Failed to connect to User Identity Store.
URL or Credentials specified are invalid.
[LDAP: error code 8 - 00002028: LdapErr: DSID-0C09018A, comment: The server requires binds to turn on integrity checking if SSL\TLS are not already active on the connection, data 0, vece]
