How To Recover OWB Process Flows After Database or Runtime/Control Center Restart (Doc ID 1347462.1)

Symptoms

After a database or Runtime/Control Center restart happening when Process Flows were still running, those Process Flows are not recovered/ restarted.

When the OWB Runtime/Control Center Service is up again - it does not recover the failed Process Flow - it's just marking it as finished like:

2011/07/29-15:04:25-EEST [22C84D9][] Recovery starting
2011/07/29-15:04:27-EEST [22C84D9][] Forcibly deactivating execution with audit ID 124553
2011/07/29-15:04:27-EEST [22C84D9][] Forcibly deactivating execution with audit ID 124548
2011/07/29-15:04:27-EEST [22C84D9][] Service startup complete
