Error Updating Vendor Pool (Designer and RTS): "Cannot lock supplier pool" within WebCenter Forms Recognition

When attempting to update the Vendor Pool, the following error is returned both through Designer and when an RTS instance attempts to update the pool. In Designer the error appears as:
Associative Search Engine
Cannot lock supplier pool.
In the RTS Instance "H_" log file, the error appears as:
Updating ADS Pool for class: Invoices, field: VendorASSA - FAILED, Cannot lock supplier pool., ErrorCode: 0x80006600
