Goal

Can a non-Directory Manager reset user's passwords, and not be constrained by the password policy?

Not in DS 5.2 and DS 6.x.  In DS 5.2 and DS 6.x the Password Policy has two attributes:

passwordRootdnMayBypassModsChecks: on | off
passwordNonRootMayResetUserpwd: on | off


The first attribute "passwordRootdnMayBypassModsChecks" will allow the "cn=Directory Manager" to reset a password and not be constrained by the Password Policy in effect. The second attribute "passwordNonRootMayResetUserpwd", will allow a "Password Administrator" to reset a user's password. Unlike the user "cn=Directory Manager", the "Password Administrator" will be constrained by the Password Policy.
