Oracle Access Manager 11g (OAM): Unable to start managed servers, IAMSuiteAgent Not Specified (Doc ID 1352236.1)

Managed Server Start-up (not necessarily OAM managed server) failing with below Error where it is saying "IAMSuiteAgent is not specified".  Startup fails when performed both through nodemanager and locally on the server at the command line with the same errors reported in the managed server log, see below for details. If the server is started from the WebLogic Admin Console it fails with status FAILED_NOT_RESTARTABLE with the same errors in the log.
