OAM 11g : OAM Server Key Initialization Failed (Doc ID 1354918.1)

Symptoms

During the upgrade process from OAM 11.1.1.3.0 to 11.1.1.5.0, after the upgrade is complete and the post upgrade steps are performed, the following error is returned when attempting to start the AdminServer hosting the OAM console:
