Why is OAM SP Integration Module Configuration Of OAM Policies From OIF Console Failing ? (Doc ID 1354939.1)

Symptoms

When attempting to configure the OAM SP Integration Module in OIF, when the "Configure OAM" button is clicked, the following error is reported:

Oracle Access Manager cannot be configured properly.  Make sure the Oracle 
Access Manager SDK Server has been configured properly and the required 
environment variables have been set.  Details can be found on Online Help and 
Administrative Guide.
The OIF Managed Server diagnostic log shows:
Login of admin identity 
cn=oam_admin,dc=MasterAdministrators,dc=oracle,dc=com 
failed. Please check to make sure the admin user ID is valid.
However valid administrator credentials were provided.  An error similar to the following may be encountered in the oblog.log:
