Metadata Only Check Box is Missing on Update page after Installing UCM10g Update Build 97 (Doc ID 1355060.1)

On : 10.1.3.5.0 version, Content Server

ACTUAL BEHAVIOR
---------------
If you add the 'AllowPrimaryMetaFile=true' and restart then check in an item as metadata only, then there seems to be two issues on update and related page.

1) there is no way to update a metadata only item, I'm not sure if this is on purpose.

2) If you pick update with checkin then on the checkin page you are forced to pick a file.

EXPECTED BEHAVIOR

Expect that metadata only items can be updated


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) add this to config.cfg:"AllowPrimaryMetaFile=true" and restart the Content Server
2) check in a file and pick metadata only
3) go to content info page and note how there is no update option
4) pick 'Update with Check in' and note how the UI forces you to now pick a primary file
