OHS access_log Does Not Rotate In The Defined Location (Doc ID 1356538.1)

Symptoms

Trying rotate logs for 11g Fusion Middleware Http server following the Oracle Documentation
http://download.oracle.com/docs/cd/E12839_01/web.1111/e10144/man_logs.htm

The Logs does not get stored in the specified location.
It tries to create the logs but is unable to rename them.

The issue occurs with only 11.1.1.1.0 and 11.1.1.2.0

For example:
The Location specified in the option - ${ORACLE_INSTANCE}/diagnostics/logs/${COMPONENT_TYPE}/${COMPONENT_NAME},
but in the ohs.log it is seen as, it tries to create log in /USERS/bea/ohs_11.11270021790.1/as_1/instances/instance2/diagnostics /logs/OHS/ohs1/, but it fails on renaming.
