OGG Replicating Oracle source data to multiple Oracle targets using ALO

The plan is to use ALO to replicate data from an Oracle source database to multiple Oracle target databases.  The archive logs will reside on the primary source database server in location X and the non-primary target database will be in location Y.

At times, the user will want to make the database in Location Y the primary and the database in location X the non-primary.  Both need to read the archive logs from the server in Location X.  What is the best practice to set up GG?  Is OGG required on both source and target servers or just the source server whenusing ALO?
