OGG Extract - Unable To Bring The Teradata Replication Group (RSG) from Status "F" to "I"

My Teradata Extract status shows running. However, the RSG group status shows "F" in the following BT command:
The status should be "I". So the Extract is not connecting to the RSG correctly.
