Unable To Rewire Oracle Portal With Dedicated Web Cache In The Enterprise Manager

To configure Oracle Portal with a dedicated Web Cache in a different server, the instructions in section 6.8.2 - "Configuring a Dedicated Oracle Web Cache" in the Portal Administrator's Guide were used.
At task 4, the Portal repository is updated with the configuration information of the dedicated web cache. Upon changing the values in the Portal Web Cache Settings wizard by pressing the Apply wizard, no error is generated by the old values are retained. It is not possible to update the web cache configuration in Oracle Portal through the Enterprise Manager.

This issue is restricted to a single environment. Comparable environments do not exhibit this issue.

Also, when running ptllang:

ptllang.bat -s prod_portal -sp ******** -c  myhost.mydomain.com:1521:my_servicename  -lang pt -log c:\temp


The following message was seen in the resulting log.

NOTE : Portal Configuration Assistant (OPCA) has detected that the version of Portal repository to which the language install was targeted is lower than the version of the Portal midtier. Portal language install between different versions is not supported. OPCA has skipped this language install.
