startup.properties File for Admin Server Is Not Automatically Created with the WLST Command: nmStart() (Doc ID 1360125.1)

Symptoms

When using the Node Manager to start the admin server, no startup.properties file is created under the <DOMAIN_HOME>/servers/AdminServer/data/nodemanager/ directory. As a result, the changes done from the Admin console for the admin server startup are not getting updated in the startup.properties file.
