Do Not Have Access To Search For Users In Advanced Search Page On Document Taskflow (Doc ID 1360993.1)

Symptoms

In WebCenter Spaces as a non-admin user, when I try to search the Users "Created by" field in the document manager taskflow Advanced Search page,  I get a "You do not have Access to this Page" error message.  If I login as weblogic, I can access the User Search page.
