'Service Unavailable' Error with BEA-090087 When Trying To Access Weblogic Console Even Though Admin Server is Running

Information in this document applies to any platform.
After a server restart, customer is unable to access the Admin Console. On the browser they get the error as "Service Unavailable." In the logs it can be seen that the server has started successfully in RUNNING mode, but access to the Admin Console is not possible. Additionally, customer observes the following error in the server logs.
