Locked Down Forum to be Skipped from Search Results and Forum List Display (Doc ID 1362619.1)

Goal

At the moment, all categories do appear in the navigation, and all the
categories return search results if the search is executed from the root
category, which users can do.

There is a need for a feature to lock down certain forums/categories.

The goal is to completely remove some categories/forums from the standalone
WebCenter Discussion navigation and to make it impossible to get search results for those forum threads.
