Cannot Register Peoplesoft WSRP Producer As A Connection In JDeveloper - java.lang.NullPointerException (Doc ID 1362751.1)

Symptoms

Unable to create a WSRP Producer connection in JDeveloper 11.1.1.5, using a WSDL from PeopleSoft Producer.

The following error is shown :-

java.lang.NullPointerException
at oracle.adfinternal.model.portlet.manager.ProducerConnectionManager.setNoAuthPolicy(ProducerConnectionManager.java:923)
at oracle.adfinternal.model.portlet.manager.ProducerConnectionManager.createWSRPProducerConnection(ProducerConnectionManager.java:372)
at oracle.adfdtinternal.model.portlet.wizards.registration.wsrp.WSRPProducerRegistrationWizard$4$1.doWork(WSRPProducerRegistrationWizard.java:1618)
at oracle.ide.dialogs.ProgressRunnable.run(ProgressRunnable.java:161)
at oracle.ide.dialogs.ProgressBar.run(ProgressBar.java:655)
at java.lang.Thread.run(Thread.java:662)


To reproduce the problem:-
1. Download and install 11.1.1.5 JDeveloper
2. Install the WebCenter Add-On
3. Create a Generic Application using default values.
4. Add a connection, and use a Peoplesoft WSDL eg http://myPeopleSofthost:port/pspc/pswsdl/portal/CUSTOMER
5. The error was seen
