How to Configure WebCenter So That "Contact Administration" Link Sends Email to Administrator? (Doc ID 1362982.1)

Symptoms

After a basic and standard installation of WebCenterSpaces (PS3), in the default standard page template, there is a link in the lower left corner of the page called "Administrator".

According to the User's Guide (E10149-06): The Contact Administration component is a link that opens a simple send-mail window in which users can enter and send a message to the application administrator, without having to know the administrator’s address.
When you click on this link, a popup opens (normal), Type a message and click OK, the popup closes. The problem is that afterwards, no mail is sent.

What should I do in order for the behaviour to be as described in the Oracle documentation?
