OAM 10g: 'Unable to find configuration entry in directory server' During Access System Setup After Restarting Policy Manager Webserver

Trying to install OAM using Active Directory LDAP Server, getting error during Policy Manager/Access System Setup.

After completing Access System Setup to the point of restarting the Policy Manager webserver, when /access/oblix is requested in the browser the following error is displayed (configuration base DN will differ according to environment):

Error: The following messages were produced by the product. Please contact your webmaster to fix the problem.

Unable to find configuration entry in directory server at configuration base='ou=oblix,ou=oamconfig,dc=oracle,dc=com'

The Policy Manager oblog.log shows error 'The entry obapp=PSC,ou=Oblix,<OAM config base DN> does not exist.' e.g.:

Error Message: ERROR 0x00000848 \Oblix\oam\palantir\oblixlib\src\vdocutil.cpp:58 "OIS_LOG_PASSED_ERROR" Error:^adsi_add.cpp:104: Error: The entry obapp=PSC,ou=Oblix,ou=oamconfig,dc=oracle,dc=com does not exist.
