OAM 10g: After OAM-Peoplesoft Integration, Users Without A Peoplesoft Account Can Login To Peoplesoft Application

The User Store for OAM is Active Directory.
After successfully configuring Peoplesoft-OAM integration any Active Directory user with valid credentials is able to login to the PeopleSoft application, even if they do not have a Peoplesoft account. Users without Peoplesoft accounts are logged in as the public user configured for OAM integration.
This is not correct - only users with Peoplesoft accounts should be able to login to Peoplesoft application using OAM SSO.
