OAM 10g: Repeated Login Prompts For Identity System and 'Error: There Was A Problem Obtaining The User ID. ' After Login To Policy Manager or Access System Console (Doc ID 1364301.1)

Symptoms

Oracle Access Manager (OAM) 10g Identity Server, WebPass and Policy Manager have been installed. Setup has been completed for Identity and Access System.

1. However when any Identity System application is accessed the login page is displayed for every action, so credentials have to be supplied on every click.

2. When trying to access Policy Manager or Access System Consoles, after successful login as OAM administrator user the following error is displayed in the browser:

Error: there was a problem obtaining the user ID. One possible reason for this is a time difference between the Identity System and Access Systems (Policy Manager and Access System Console).
