Can a Security Policy be applied to Oracle Service Registry 11g User Profile? (Doc ID 1366393.1)

You would like to apply Security Policies to Oracle Service Registry (OSR) 11g. For example, security policies to block users after 3 failed login attempts, to set password policies  such as establishing a password minimum length, that the user password does not contain the user name, resets of passwords every 30 days etc. etc. Also it would be useful to run policy reports. Can OSR do this?
