Unable to Edit General Options Like Default Page Template In WebCenter Spaces Administration After Upgrading

Symptoms
After patching / upgrading to PS3 we can no longer change the default page template, or uncheck the Display Page Footer in the Admin Pages for WebCenter Spaces. Making the change and selecting apply does not have any effect on the Spaces application. Also sometimes going back into the Admin setting the changes made are not there, they reverted back to the original values.
In the WC_Spaces-diagnostic.log we are seeing the following errors:
