UCM 11g Fails to Start due to csDbFailedToGetNonEmptyTableList Exception Error (Doc ID 1367148.1)

Symptoms

The UCM Managed Server fails to start.

Some exceptions are occurring as shown in the following example:

 <BEA-000000> <There is an initialization failure during start up of UCM.>
####<Oct 6, 2011 9:42:42 AM PDT> <Error> <ServletContext-> <BCBS-WIN> <UCM_server1> <[ACTIVE] ExecuteThread: '0' for queue:

 <BEA-000000> <Could not start server of type 'server' at default relative web root URL 'cs'. javax.servlet.ServletException: Could not start up IDC server deployment.

Caused By: java.io.IOException: UCM Server failed to initialize inside its servlet environment.

Caused By: intradoc.data.DataException: !csDbFailedToGetNonEmtpyTableList,ucm_db,DEV_OCS
