Clicking on an External Link within a Navigation Model Triggers a 'You do not have access' Page (Doc ID 1369014.1)

Symptoms

A navigation model has been set up with links to external pages, in the following way:

Members of the administrators group can click through successfully.  However, authenticated users see 'You do not have access' (Unauthorised.jspx).
