Error Occurs With Custom Recon Event Creation

When creating recon events with custom recon code leveraging the
import  oracle.iam.reconciliation.api.ReconOperationsService
through createReconciliationEvent, the event is created in  "Event Received" state.

During the following step, "Auto Action Rules Evaluation", an exception is thrown with the following details:

INFO: The following exception occurred: {0}
oracle.iam.platform.utils.SuperRuntimeException: -104: Error occured in XL_SP_RECONEVALUATEACCOUNT while processing Event  No 24224 Error occurred in XL_SP_RECONREQDATACHECK while processing Event 24224 'Event Received' is an invalid event status. Valid event states are Data Received,Data Validation Failed,Being Re-evaluated,Being Re-tried
at oracle.iam.reconciliation.dao.ReconActionDao.executeAccountMatch(
