Soa 11g Bpel Invoke Response Times Out with Arrayindexoutofboundsexception (Doc ID 1370680.1)

Symptoms

When attempting to invoke activity in a BPEL service component with two or more wsa headers. The response times out the following error occurs.

Message javax.xml.rpc.soap.SOAPFaultException: Waiting for response has timed out. The conversation id is null. Please check the process instance for detail.
On further inspection An ArrayIndexOutOfBoundsException occurs.
