Enabling Collaboration Manager Causes DCLs Based on dSecurityGroup To No Longer Work

Symptoms

DCLs created that are based on Security Group do not load when a new checkin page is generated to check in new content items.   If Collaboration Manager is disabled, the DCLs load.  DCLs work fine on the Search page, even with Collaboration Manager enabled.  DCLs not based on Security Group load on both the Checkin and Search pages regardless of whether or not Collaboration Manager is installed.

The issue can be reproduced with the following steps:
  1. Create a DCL based on Security Group.
  2. Check in a new content item -> DCL loads on Checkin page.
  3. Install Collaboration Manager and restart the Content Server.
  4. Check in a new content item -> DCL never loads on Checkin page.
  5. Disable Collaboration Manager and restart the Content Server.
  6. Check in a new content item -> DCL loads correctly on Checkin page.
  7. Re-enable Collaboration Manager and restart the Content Server.
  8. Check in a new content item -> DCL does not load on Checkin page.
