Connection to The OWB 11.2.0.2 Control Center Manager Fails With RTC-5150 on Cloned Installation (Doc ID 1371238.1)

Symptoms

OWB 11.2.0.2 is installed with the third Cumulative <Patch 12874883>.
The Patch was applied before the first workspace was created.

The database is cloned using RMAN on another machine with Oracle/OWB 11.2.0.2 and the cumulative patch. OWB is updated following <Note 434272.1> - How To Update Warehouse Builder After A Database Cloning
On this instance when connecting to the Control Center Manager, this error appears:

RTC-5150: An error occurred while requesting information from the control center. Please verify that the control center is available. If the problem persists then please contact Oracle Support with the stack trance and details on how to reproduce it.
