ORA-12514 SQL Developer Keeps Pointing To The Old Host When Connect Using "Network Alias" (Doc ID 1371991.1)

Environment

SQL Developer 3.0.04.34
Windows 2003 R2
Database 11.1.0.6.0

Problem
-------------
Trying to connect to SQL Developer using TNS and network alias.

Used to work until moved database to another host. After move to the new host, updated the tnsnames.ora to point to the new host.

Works
--------------
SQL*Plus works without errors.
SQL developer will work if using “connect Identifier” instead of “network alias” .

Does Not Work
-----------------
SQL Developer throws error if using network alias.

Status: Failure -Test failed: ORA-12514: TNS:listener does not currently know of service requsted in connect descriptor
