OIF 11g Metadata Generation Fails in FMW EM Console With Error 'Internet Explorer was not able to open this Internet site' (Doc ID 1372683.1)

Oracle Identity Federation (OIF) metadata generation from Fusion MiddleWare (FMW) 11g Enterprise Manager (EM) Console is failing.

When the Generate button is pressed from the OIF Administration Provider Metadata tab an error occurs:

Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later.

Steps to reproduce

1. In FMW EM Console, navigate to
       OIF( -> Administration -> Security and Trust -> Provider Metadata.
2. Select the Provider Type and Protocol required, then click the Generate button.
3. A window 'Getting File Information' is displayed.
4. Immediately afterwards a Windows Internet Explorer error box is displayed.
