Inbound Refinery (IBR) Will Not Start As A Service Or An Application (Doc ID 1373254.1)

IBR will not start as a service and the error is - 1064 an exception occurred.
IBR will not start as an Application and the error is - Error 183: Cannot create a file when that file already exists.
The IBR is not currently running as a service or as an application.
The port is shown as being in use (check by doing a netstat -a then look to see if <machinename>:<port number> is showing as LISTENING).
