OWB Mapping Validation Fails with VLD-1146: Unable to Generate any Code for Mapping

Symptoms
A mapping and a target table are deployed in the same database but in a different target schema.
The mapping configured as follows:
- The Location of the Mapping is registered with a <NET_SERVICE_NAME>.
- The Location of the Target Table is registered with <HOST>:<PORT>:<SERVICE_NAME>.
- Default Operating Mode "Set Based" and Generation Mode "Set Based".
In this situation, the mapping Validation Fails with:

If the mapping is configured with Generation Mode "All Operating Modes", then the map validates fine but generates Row Based code only.
As soon as the Mapping is configured with Generation Mode "Set Based", the error occurs.
