Can't Set Encrypted Password For ForeignJNDIprovider In Offline Mode (Doc ID 1375104.1)

Symptoms

In WLS 10.3.1 when trying to set a password on a ForeignJNDIProvider using WLST offline mode using the "PasswordEncrypted" attribute, it fails with the below exception

wls:/offline> readDomain('DOMAIN_HOME')
wls:/offline/xxxx>cd('/ForeignJNDIProvider/EngineLink')
wls:/offline/xxxx/ForeignJNDIProvider/EngineLink>setPassword('password')
