Singleton Service is Registered on Server Belonging to Another Cluster (Doc ID 1375894.1)

Symptoms

A migratable singleton service is getting registered to members of other clusters in the same domain. Test Case:

Here m1, m2, m3, and m4 are managed servers. Each of the clusters has migratable targets (managed servers). The JMSServer is targeted to m1 (migratable).

It is expected that the singleton service will be registered on m1 and m2. However, the singleton service is actually registered on m1, m2, m3, and m4.

For a JMS singleton service, logs show migratable targets in c2 are registered to managed server in c1 as follows:
