Unable to Add or View Document Rotations When Using IPM Messaging to View the Document (Doc ID 1376683.1)

Symptoms

When viewing a Document using IPM messaging from a Process form, the document is not able to be rotated and previous rotations are not displaying.  The Rotation button is grey.
