OID Does Not Come Back Up After Applying Identity Management Patchset 220.127.116.11. Running "opmnctl startall" Times Out and OID Does Not Come Up

Starting from an existing Identity Management 11g 22.214.171.124, where everything was installed correctly and all the OPMN components, including Oracle Internet Directory (OID), came up and worked as expected.
After installing <Patch:11060980> to bring Identity Management up to 126.96.36.199 Patchset, everything appeared to install correctly, but after running "opmnctl startall", the OID component times out and it does not come up.
Sqlplus as the ODS user shows that the ds_attrstore table has OID 188.8.131.52 listed in the attrname field where attrname = 'orcldirectoryversion', i.e., logging into the OID DB as ODS (password defaults to the same as orcladmin's), and running:
