FMW 11g IDM Configuration Assistant: " Load Oracle Internet Directory Schema - Failed "

Symptoms
The objective is to configure an Oracle Internet Directory 11g AS Instance. The configuration assistant fails at the step:
"Load Oracle Internet Directory Schema".
The Configuration Assistant shows the generic error
RCU OID Schema Creation Failed

The $ORACLE_HOME/rcu/log/oid.log reveals the underlying error
Changes
The problem only occurs given the following setup and choice of configuration options:
- The target database for the Metadata schemas is Oracle Server 11.2.0.x
- The Metadata schemas have not been created already using Repository Creation Utility (RCU). Instead the option "Create Schema" has been chosen.
- The Database user specified was NOT "SYS". Rather as per the System Requirements Guide a user with SYSDBA privileges assigned, such as "system", was specified
