ISW (Identity Synchronization Windows) - Connector Failover for Domain Controllers Is Not Working

ISW connectors will indicate that they are in a "ready" state when nodes that are listed within their configuration can not be reached. It is an assumption that these nodes are listed for fail over of all ISW services. This is not the case.
When an Active Directory (AD) or Directory Server (DS) node that is listed in the ISW connector configuration is offline, the connectors will not come up into a "SYNCING" state. idsync printstat output will show the connector in a "READY" or "INSTALLED" state based on what is going on at this point. ISW will not synchronize changes when connectors have reached this state.
