"Export Net Service Names" Option used to export TNS entries to OID is missing in Net Manager (Doc ID 1379290.1)

Symptoms

Unable to export tnsnames.ora entries into Oracle Internet Directory (OID) using Net Manager. 

The Command menu item in Net Manager does not show the Directory sub-menu, only a grayed out Test Service sub-menu is displayed .

There should also be an Export Net Service Names option under Directory sub-menu.
