HTTP-503 ORA-12705 When Accessing a PL/SQL Procedure via MOD PL/SQL DAD. (Doc ID 1380890.1)

Symptoms

When accessing a PL/SQL procedure via a PORTAL DAD or a generic DAD, the ORA-12705 error is generated in the logs.

PORTAL URL: e.g. http://<HOSTNAME>:<PORT>/portal/pls/portal/htp.p?cbuf=test
Generic URL: e.g. http://<HOSTNAME>:<PORT>/pls/mytest/htp.p?cbuf=test

The browser shows error message    'Servlet Error' or HTTP-404 Page not Found.

The Portal application.log shows:

portal: [module=PortalServlet, ecid=<ECID>] ERROR: Repository Gateway error: Database Error: ORA=12705 ORA-12705: invalid or unknown NLS parameter value specified
portal: [module=PortalServlet, ecid=<ECID>] ERROR: oracle.webdb.repository.service.RepositoryServiceException: Unable to obtain Portal Repository version.


Or if General DAD is used , the HTTP_Server error log shows:

[error] [client <CLIENT_IP_ADDRESS>] [ecid: <ECID>] mod_plsql: /pls/mytest/htp.p HTTP-503 ORA-12705 ORA-12705: invalid or unknown NLS parameter value specified\n
