WebCenter Portal with Active Directory - User Unable to Change Their Own Password Via WebCenter Portal (Doc ID 1380977.1)

Note: WebCenter Spaces has been renamed to WebCenter Portal. In versions prior to, the term 'spaces' was used. In and beyond, 'spaces' will now be referred to as 'portals'.

This is a WebCenter Portal environment configured with Active Directory.
Users are unable to change their own password using the WebCenter Portal Preferences -> Password screen.
This is the error seen on the screen:
Error : WCS#2011. Unable to change password. Contact administrator.

These corresponding errors are seen in the error stack in the corresponding WebCenter Portal log files:
