WebCenter Portal with Active Directory - User Unable to Change Their Own Password Via WebCenter Portal

This is a WebCenter Portal environment configured with Active Directory.
Users are unable to change their own password using the WebCenter Portal Preferences -> Password screen.
This is the error seen on the screen:
Error : WCS#2011.10.01.02.21.10: Unable to change password. Contact administrator.
