OSB is Unable to Activate Session on Sbconsole (Doc ID 1381174.1)

You observe the following errors in the server log when you try to activate an OSB session:

ConfigFwk> <BEA-000000> <Setting transaction '51582' as rollback only. Rollback reason:
java.lang.Exception: Deployment request has been cancelled.
at com.bea.wli.config.deployment.server.ServerDeploymentReceiver$
at com.bea.wli.config.deployment.server.ServerDeploymentReceiver.cancel(
at weblogic.deploy.service.internal.targetserver.DeploymentReceiverCallbackDeliverer.doCancelCallback

Caused By: com.bea.wli.config.deployment.server.ServerRestartRequiredException: Server(s) require restart before session can be activated.
